How To Fix Block Lag In Minecraft

I have seen this problem everywhere but there seems to be absolutely no fix that i can find! I've looked over forums and quite frankly i just figured i'll ask myself.

I have windows 10, 64 bit java, 16GB RAM, gtx980ti, i5-6600k, and my minecraft is on an SSD with 500GB.

And it does not run correctly. It did for the first two days i played it, now its completely broken and unplayable.

I allocated half my RAM thinking that would be the fix, to no avail.
Every time i hit a block, it returns, then goes away again. If i place a block, the sound is delayed.
The mobs all walk very weirdly, They will move very quickly for a few seconds then act laggy. And when I hit these mobs, they dont get damage for atleast 2 full seconds. What is this? It is running a constant 60 FPS. I do not understand.

I tried Optifine but it did absolutely nothing to help it so i removed it.
Please help. I have a very high end PC and i cant even play minecraft? This is ridiculous.

Completely uninstall minecraft. DELETE EVERYTHING related to it. Re download it from the MC website and try re installing it.

Sadly, I have tried this as well. I uninstalled minecraft, and then java, re installed java the 64 bit latest version, and then reinstalled minecraft. The problem still occurs. My RAM is running correctly, it stays around 20-30% in game, after i allocated 8 GB. I am stumped.... It acts as if its on a multiplayer server. But this is single player...

Yeah, thanks for the help.... But it didnt work. It's nice to know I dont need Java though. But it absolutely made no difference at all. I seriously don't understand what is causing this problem, and everyone else who seems to have this problem cant come up with a solution, or not one that i've seen them post anyhow. Ugh. So disappointed. I figured my gaming beastly machine would be able to play anything. It does GTA V on ultra and cant even run minecraft. I'm so sad.

Re-install windows. that usually fixes everything :p

Honestly, it might not be a bad idea to do. I cleans up your PC of all the CRAP thats accumulated. I do it every 7-8 months.

Might be a good time to upgrade to windows 10 then if you havnt already.
